Homelessness Prevention and Rapid Re-housing Program

The Homelessness Prevention and Rapid Re-housing Program (HPRP) is designed to assist families and individuals that are currently at risk of losing their housing as a result of the current economic turndown.

The American Recovery and Reinvestment Act of 2009 fund the program. The Department of Housing and Urban Development (HUD) selected the Tennessee Housing Development Association (THDA) as the state level grantee to administer the funds.

The Chattanooga Regional Homeless Coalition is the area grant recipient and has contracted with the Chattanooga Community Kitchen and the AIM Center Inc. to provide case management services for those seeking assistance.

Who Qualifies?

The grant is specifically for families and individuals who:

  1. 1. Would otherwise become homeless without the assistance and intervention of this grant.;
  2. 2. Have a household income at or below 50% of the area median income (AMI);
  3. 3. Have no other housing options;
  4. 4. And have insufficient funds to obtain or remain in housing.

What Can HPRP Do?

The HPRP grant can provide rental assistance and assistance with rent and utility deposits.


HPRP Cannot:

  1. 1. Provide Mortgage Assistance to homeowners
  2. 2. Provide assistance for longer than 12 months
  3. 3. Provide direct payments to program participants

Counties Covered:

Bledsoe, Bradley, Franklin, Grundy, Hamilton (outside the city of Chattanooga), Marion, McMinn, Meigs, Polk, Rhea, & Sequatchie.


Documents Required to Establish Eligibility:

  1. 1. Proof of all household income;
  2. 2. Eviction notice or utilities disconnection notice;
  3. 3. Copies of rental or lease agreements;
  4. 4. Social Security cards, photo ID's for adults;
  5. 5. Social Security cards & Birth Certificates for all children;
  6. 6. Bank statements for past three months;
  7. 7. Previous year's income tax return.
