Continuum Of Care

The Continuum of Care (CoC) is a set of three competitively awarded programs created to address the problems of homelessness in a comprehensive manner with other federal agencies. The CoC is a planning process that is required of a community or region In order to receive funds for homeless services under the McKinney-Vento Homeless Assistance Act.

When HUD publishes a Notice of Funding Availability (NOFA) for CoC Assistance, applicants must submit specific information about a proposed project, along with their CoC application. Each application must include a certification that the project is consistent with the Consolidated Plan of the jurisdiction where each proposed project is found. The Chattanooga Regional Homeless Coalition has been the lead agency for the CoC since 1998.

Within this document is a detailed description of the various planning activities across our region to serve specific homeless populations with special needs.

Supportive Housing Program (SHP) helps develop housing and related supportive services for people moving from homelessness to independent living. Program funds help homeless people live in a stable place, increase their skills and/or income, and gain control over decisions that affect their lives.

Shelter Plus Care (S+C) program provides rental assistance that provides supportive housing for homeless people with disabilities and their families, when combined with social services. Grantees must match the rental assistance with supportive services that are at least equal in value to the amount of rental assistance.

Single Room Occupancy (SRO) program provides Section 8 rental assistance for moderate rehabilitation of buildings with SRO units single-room dwellings, designed for the use of an individual.
