Working Together to End Homelessness

Mission: The Chattanooga Regional Homeless Coalition works to develop and facilitate community actions that move homeless individuals and families to self-sufficiency and permanent housing.

Housing that is …..
Appropriate. Based on family size, age and sex of family members, and disability or other special needs.
Decent. Meets or exceeds minimum community housing standards.
Affordable. Where out-of pocket costs do not exceed 33% of available household income.
Safe. Where children and adults can play and live without fear of physical harm.


Accessibility to needed…

Health Services. Adequate health care (including eye and dental care),     
 mental health, and substance abuse services.
Transportation.
Available public or private transportation services.
Training and employment opportunities. Job and skill training opportunities based on placement in employment or career positions that pay a livable wage.

Child Care. Quality and affordable child care services.
Recreational Opportunities.
Spiritual Growth.

  While our vision is laudable, we realize that many individuals and families often fall far short of reaching this vision, as community systems are often not in place to facilitate self-sufficiency and independence.

As a mission, our task is to identify the systemic problems and to assure an integrated system of services to move people from dependence, isolation and homelessness to self-sufficiency in permanent housing.

Elements of our mission include:
Identification of individuals and families who are homeless.

Identification of what is and what is not working for them.

Provision of emergency and transitional supports to assure self-sufficiency  (through public and private agencies and the business community).

Provision of permanent housing opportunities (through public and private agencies and the private business community)

Assuring linkages to appropriate community-based programs to bridge the gap between current situation and desired outcome.

Specific goals and action steps:

Organizational:
1.To assure a  broad-based community planning and decision-making system to focus specifically on the needs and problems of homelessness.

Program:
1. Through public and private organizations and agencies, implement a seamless system of housing and needed support services with appropriate case management.

2.Develop and prepare an annual Regional Continuum of Care for services to homeless individuals and families.

3.Maintain, in consultation with other planning agencies, a data and service inventory of homeless services.

System:
1.Continuously work to improve the quality of services based on identified needs of the homeless population.

2. Build quality into the system.
